HD 115 has some of the highest performing public schools in Texas and they’re facing massive recapture tax bills next year. Carrollton/Farmers Branch could owe more than $20 million in recapture taxes while Coppell is slated for an estimated $45 million.

As a result these schools districts have moved to an open enrollment system in order to reclaim some of the enrollment from area charter schools that are passing the financial burdens to the public schools. The situation also has the potential to result in teaching staff and counselor reductions or stagnating pre-k programs until a new school funding formula is approved by the Texas Legislature.
